Our founders
BCT Partners was founded by Stephen Callahan and Graham Tilbury in 2025, bringing together 70 years of experience in Tax Governance, Process, People, Technology, and Data. A new firm for a new era of professional services, Stephen and Graham have the knowledge and experience to guide your organisation through the challenges of today and tomorrow.
Stephen Callahan
Partner
Stephen is an acknowledged thought leader and global expert on Tax Governance and responsible Tax Management
Highlights include his work on the Three Lines of Defense for Tax in 2009, and his assurance framework for transparency and responsible tax reporting in 2016.
He has significant experience in the areas of tax strategy, risk, governance and performance across all sectors and sizes of business. He has also contributed to regulatory thinking in this area.
He regularly coaches CFOs and Boards on better practice control frameworks, transparency, tax risk management and governance, and presents to Audit Committees.
He has held numerous roles at global and regional level with responsibilities in the areas of tax risk management and tax performance.
Graham Tilbury
Partner
Graham is an acknowledged though leader and global expert on Tax Technology, Tax Process, and Tax Data, with regular appearances at events and conferences.
He has run tax technology and tax data analytics practices at PwC and WTS, learning his craft in tax technology at Arthur Andersen, Deloitte, KPMG, and Thomson Reuters.
Graham has a long history in tax software, initially in writing prestigious solutions such as Andersen's Abacus solution set, and OneSource at Thomson Reuters. He carries this into long term relationships with all the major Tax Software Vendors.
A proud Chartered Tax Advisor (CTA), he is a member of two of their committees, 'Management of Taxes' and 'Digital Agent Strategy'. He also has a long history of co-operation with the UK Tax Authority, HMRC, on tax software and digital.
